Policy-Making Workshop for ASEAN Representatives

On January 8-9, 2025, a workshop on "Monitoring & Evaluation" was held in Manila, of the Philippines. The event built upon discussions from the January 2024 workshop, where each country identified two priority areas for gender equality promotion based on UN Women’s Sport for Generation Equality Framework (2020). Key activities included establishing indicators to monitor progress in priority areas, sharing methods for collecting gender-disaggregated data and engaging in discussions and knowledge exchange.

In the information-sharing session, SGE Deputy Director Aya Noguchi summarized and shared the priority areas set for each country in the previous year’s workshop and their progress. Additionally, experts provided explanations on the definition and theory of monitoring and evaluation, including why data is necessary. Case studies were also presented, such as the "All In One Plus" project by the EU Council, which visualizes gender equality in sports across EU countries, along with Japan's Sports Agency’s data collection methods on the number of women in decision-making positions and women's sports participation rates, and initiatives carried out through collaborations with consulting firms.

During the workshop, participants presented their countries’ past efforts, achievements, existing data related to gender promotion, and challenges in data collection. On the final day, group work was conducted, where each country discussed indicators for monitoring the progress of their designated priority areas and how to collect those indicators.

At the end of the program, a discussion was held on the theme, "Is a common set of indicators necessary to measure the promotion of gender equality as ASEAN member states?" Participants agreed that common indicators are necessary, and an active discussion took place on various concerns and issues.

Moving forward, Japan and ASEAN will continue to collaborate and continue with the activities together.

Follow up actions for each country’s progression

Regular follow-up meetings were conducted to track each country’s progress based on the discussions from the previous year’s workshop and to understand the challenges they faced in promoting their initiatives. A total of two individual meetings and two joint meetings were held. During the joint meetings, best practices from ASEAN and information from international organizations were shared.

The fist Individual Follow-up Meetings were conducted.

July 18, 2024
The first joint meeting was held. Progress reports were presented by government representatives from each country, and as part of sharing best practices on safeguarding—one of the key topics of interest during the 2024 workshop—the Malaysian government's initiatives were introduced. Additionally, guest speakers included Abby Burton and Helen Curtis from the International Working Group on Women and Sport (IWG), alongside Johnny Harris from the International Safeguards Working Group, who also provided information.

August 9–13, 2024
A delegation led by Olivia “Bong” Coo, Director of Women's Sports at the Philippine Sports Commission, visited Japan to observe policies and practices related to women's sports and safe sports. SGE supported coordination efforts, including arranging meetings with the Japan Sports Association and facilitating visits to the Japan Olympic Museum.

December 6, 2024
The second joint meeting was held. An explanation was provided regarding the pre-work for the January 2025 workshop.

Research Project

Challenges and Needs for Women's and Girls' Participation in Sports

In the ASEAN Work Plan on Sports 2021-2025, three key points have been identified for gender-related initiatives: (1) Leadership, (2) Accessibility, and (3) Safety. This research project will analyze the challenges that girls and women face when starting sports by categorizing them into four aspects: (1) Cultural and Social, (2) Organizational, (3) Relational, and (4) Personal. The objective is to clarify the significance of women's participation in sports and identify the factors that hinder girls and young women from engaging in sports in each country.

Spreading of Information

Collaborating with the Global Observatory for Gender and Sport (GO) - who SGE signed a cooperation agreement with, we will promote this project at international discussion forums. Additionally, we will work with the ASEAN Secretariat to disseminate information to ASEAN member states and share updates on this project within Japan.



July 23-24, 2024 Deputy Director Aya Noguchi and Visiting Researcher Machi Orime participated as observers in the UNESCO-hosted Global Sport Conference in Paris. The project was featured as a best practice example in UNESCO's publication, Sports and Gender Equality Game Plan.

October 7-10, 2024
Deputy Director Aya Noguchi and Postdoctoral Researcher Miyazawa participated in the expert meeting, GO annual meeting, and academic partners meeting hosted by the Global Observatory for Sport and Gender Equality (GO) in Lausanne, Switzerland. They exchanged views on promoting gender equality through sports at an international level and shared insights on initiatives in the Asian region, incorporating discussions on this project. Additionally, they attended the "Séminaire interdisciplinaire de recherche – L’athlète-femme dans le sport international" held at the University of Lausanne, deepening their understanding of gender-based violence in sports settings.

October 15, 2024
At the Japan-ASEAN Senior Officials Meeting on Sports, the project plan for 2024 and the achievements to date were presented. The project plan for 2024 was approved by ASEAN member states.

October 21, 2024
At the East Asia Sport Sociology Forum (Taiwan), postdoctoral researchers Yushi Miyazawa and Yu Furuta presented the analysis results of the surveys conducted last year in Indonesia, the Philippines, and Vietnam. More than 150 participants attended the conference from not only Taiwan and Japan but also South Korea, India, Australia, New Zealand, and other countries across Asia and Oceania.

November 26, 2024
The "First Study Session on Sports × Gender × International Cooperation" was held. This event aimed to facilitate information sharing among local organizations engaged in sports, gender, and international cooperation, providing an opportunity to explore Japan's future efforts in this field. Participants included government agencies, development specialists, non-profit organizations, private companies, and researchers. The session served as a platform to learn about international cooperation in the gender field through sports. The findings from this project’s research and the frameworks used in training programs were also introduced.

The signing of a Memorandum of Understanding (MoU) with the Global Observatory for Gender Equality & Sport (GO) was announced. Moving forward, SGE and GO have agreed to collaborate, particularly in the fields of research and spreading information related to sports and gender in East and Southeast Asia. SGE will become GO’s first partner institution in Asia.
